We have a template in Notion where multiple colleagues are mentioned with @ + name. Its a document that we require new joiners to duplicate. Each time someone is duplicating the template, the people mentioned in the template are notified. How can I stop this, but keep the mentions in the template?

Sorry. It's All-or-None when it comes to notifications. Each member can go into their "Settings and members -> My Notifications" tab and toggle their Notification on or off. No middle ground or programmatic way to do what you want to do.
