Given a Projects table where a Parent/Child relationship exists.

Now creating a relationship to that Projects table, how can we only view Projects (have no children), then display only their related children for selection?

I started with two separate tables, which kind-of works, as the tables are small but this is not an optimal solution.

It is a bit confusing.

1- View projects with no children.
Add a filter "where children is empty".

2- Then display only their related children.
But you asked for children is empty, so there is nothing to show here.

Please explain a bit how it should work.
