I have a notion table with a url field. I am trying to shorten the url. I tried using an <a> tag without success

But I want it rendered in the nation field as <short-name> then when shortname is clicked, it goes to the link above

You will need to use an external service like Bitly or similars for that.

And to extend a bit things, if you use Zapier, Make or any automation service, you can integrate them to convert URLs directly when you paste the links in Notion.
