What is the best way to update everyone on the changes/updates in a notion doc?. Don’t want to tag 15 people individually every-time I have an update. I am planning to write a weekly newsletter to inform about the priorities to my stakeholders. Want to notify them as soon as I am done.

Perhaps you can create a dedicated page for updates such as your weekly newsletter and use sharing and permissions to set group permissions so in future anytime you create updates there is one central place that your team knows to go to.
